There is only one time charge — there are no recurring charges or fees. Once you purchase the license, you own it for life. Licenses are per machine: you can run Data Loader on as many machines as you have licenses for. Purchasing also makes you eligible for all future upgrades, major or minor, free of cost for up to 1 year.
