Also known as Oracle Apps, Oracle EBS is an ERP software developed by Oracle using Oracle tools such as Oracle Reports and Oracle Developer Forms. It was initially client-server based and desktop client-server. Over time many forms in Oracle EBS was moved from Oracle Forms to Web Based forms based on PL/SQL Web Toolkit and Oracle Applications Framework known as OAF.
Cloud is an alternative to on-premise. Cloud allows customers to install Oracle products and software remotely. This saves money, considering the cost of hardware, manpower, maintenance, and so forth. Oracle Cloud is where Fusion Middleware products and Fusion Applications are offered. Oracle hosts all hardware and software and is responsible for maintenance. Customers will find it more affordable. Customers must pay subscription fees to access the services they require and can only access them through a thin client like a browser.
In 2003, major shakeup of ERP market happened when PeopleSoft purchased JD Edwards. Then afterwards Oracle purchased PeopleSoft and Seibel. After acquiring these application Oracle started modernizing and revising these applications so as to integrate them with its own applications. This new application product is called as Oracle Fusion. The main aim of Oracle in acquiring PeopleSoft, JD Edwards, Seibel is to give a tough competition to the market leader SAP.
A web-based application that uses ADF and JSF. It is hosted on the WebLogic server for Enterprise Resource Planning (SAAS model). Client applications are stored on remote servers, hence the term "Cloud". Fusion Applications database servers are not managed by the client. They are managed by Oracle.

acquired by Oracle like PeopleSoft, JD Edwards and Seibel.
Oracle
believes Fusion Applications will be the next generation in business
applications. It is low-cost to own and provides faster return on
investment through standard architecture tools that allow for the setup
and deployment of models.
Fusion Applications can be run in a company's data center or cloud computing environment. They can be used across many areas, including customer relationship management and human capital management.

Fusion Applications are designed to work with legacy Oracle products
that were built on open standards and take full advantage of Fusion
Middleware capabilities. Cloud was still relatively new at the time, so
Oracle was offering Fusion Applications and Fusion Middleware on-premise.
Fusion is great, but if you’re using EBS 11i now and confused whether to upgrade to R12.2 or Fusion then, upgrading to R12 might be a better first step. The reasons being:
R12 offers significant improvements and advances over 11i, it’s a
direct upgrade—so making the shift is significantly easier—and you don’t
have to switch to an entirely new system like you would for Fusion
Applications.
For most organizations, leaping from 11i directly to Fusion is too
much change to take on all at once.
Typical license cost of Oracle EBS comes to approx. $900 per license
whereas, Oracle Fusion cost you around $2000 per license.
The Oracle EBS R12 is typically used by Small, Medium and large
organizations and Oracle Fusion is typically meant for Medium and Large
organizations
